LOGICT TO REPORT TO NEW PROVINCIAL STRUCTURE. At a “Municipal Information Session on Intergovernmental Relations” chaired by the Minister of Local Government, Environmental Affairs and Development Planning, Mr. Anton Bredell and addressed by the Western Cape Premier, Ms. Helen Zille held in the Council Chambers at the City of Cape Town on 4 August 2009, proposals for the IGR Framework and Implementation were presented and discussed. The LOGICT Chairperson, Gavin Greenhalgh, enquired about the future of LOGICT seeing that it was constituted in November 2006 at the request of PAFTECH (Department of Local Government and Housing) which in terms of the IGR Framework and Implementation, was to be discontinued. It is proposed that three Departmental “Engagements” – Provincial Treasury (LGMTEC & IDP one on one’s), Local Government & Housing (PAF, PAFTECH & Municipal Manager’s Forum) and Economic Development & Tourism (LED Road show) – be combined into five PCFs (Premier’s Coordinating Forum) to be held in each of the five District Municipalities during July, September, November, January and March each Provincial financial year. The Premier confirmed that ICT in government was critical and admitted apologetically that it did not feature specifically in the proposals presented as it is so often taken for granted. The Premier asked the LOGICT Chairperson to provide details and information to Minister Bredell who in turn asked that the detail and information be given to the Acting Head of Department, Mr. D. Daniels. This was done immediately after the session ended and the LOGICT Chairperson and Vice Chairperson will now wait to meet with Mr. Daniels, hopefully before 19 and 20 August 2009 so that LOGICT will be able to participate in the new PCF structure. As soon as LOGICT’s new reporting line is established and confirmed, a LOGICT ExCom meeting will be scheduled (possibly 14 or 18 August 2009) to map the way forward. |
